Greetings,

Town Bell itself don't work such like personal claim does, you cannot make it your homestead and thus use it to port people in.
You can, however, alternatively use a personal claim to do that inside your town's jurisdiction. Braziers do not activate on trespassing, however they do activate when people start to damage your property. This is why it is advisable to build a fence (any kind would do) that surrounds your entire town claim, people cannot even begin to attack your fences before constructing a waste claim to siege your town. Your personal claim will not disappear, but as a mayor you can revoke the claim if you wish to do so. Be wary, for it costs silver and that's reduced from your Town Bell.

Note this only works if the fence is outside splash range.
Splashing walls from outside a claim isn't a crime and does not require a wasteclaim.
(5 tiles of empty claimed space before wall should do.)
