iam looking for bear-paws... since i got the new butcher skill Viscera & Bits i killed 21 bears but no paws so far - am i doing something wrong/missing some skill?

This seems to be the drop rate, they are around WSS level of rareness from snakes. i have killed maybe 2 dozen bears in last 2 weeks and nothing and i have viscera & bits. i have had a paw drop so it is possible but it was ages ago now.

It took me about 40 bears to get a bear paw.
