Can't put pockets on my pants

As in the subject, can't seem to put my patchwork pockets on my starter pants, do I need to make better ones for it or something?

1. Have you learned the skill 'pockets'... requires 70 Thread or Needle or something...
2. One you have the skill... then you ahve to match up the artifact with it's co-efficient... the skills related to that item...

This is a confirmed bug that will be fixed at the next patch. Brown pants are not taking patchwork pockets like they should.
