Fine Leather success rates

Ok, so far I've tried twice to make fine leather using rose tinted tanning fluid. Both times I got normal leather. I am wondering how much success other people are having. Is success rare?
To be clear, I am trying to make fine leather by
distilling 10 roses in a steam distiller
combining the otto of rose with a bucket of 10L of cotton seed oil
then putting the 5% solution in a tub with a limed hide.

Ok I found that note about higher concentrations.

I was already thinking that 40 distiller hours of rose processing for 1 fine leather was a bit too much. If it is more like 400...

Because its an end game resource it is meant to be hard to get.

Just out of curiosity, what's the minimum concentration that will even start the tanning process? Is it 5% like with normal tanning fluid?

Minimum success is 5% but unlike other fluids the rose tanning solution can go to 50%.

Well yes I'm sure at high enough concentrations you can get a decent success rate.

Still not exactly true. At high enough concentrations you can guarantee success.
