Where did flint and steel go?

I can no longer find the page where I make flint and steel, Previously I believe it was under tool but I don't see it there any more. Has it been taken out an can only be bought in the store??? Is there a new skill that I need to be able to make them besides metallurgy? If anyone knows the answer please let me know!
