That gap by the shoreline is right next to a small camp of Russians, it has been there for a while. They usually hang around in the trees near the beach waiting to pounce on anyone that passes by.

I have seen that camp. It used to have skeletons and knocked out players on their claim because the people didn't understand they should walk around the corner instead of crossing it.

So they are the Russians. Sounds like a rogue faction to me. There is also a small development on the west side, across the small river. It's been there since I started but I don't know who owns it.

I've thought of something else. Technically it would be possible to develop a huge village along the border to really block people (not just with a claim). If only the border claim wasn't there. Then a group of people could build several towns along the border with safe passages between the plots. In theory, it would counter a project like the border claim. It would probably fail in reality, though.

Go all the way to the right, and on the spot out almost on the ocean from the beach there is a hole you can cross to get past it. I've contemplated it a lot and I think the dev's might have put it there to warn you that you are leaving Roanoke
