This has been answered somewhat in the patch thread.

According to system chat, nothing was gained when I learned it.

It should be required to apply drugs and create other types of drugs. Drugs are not easily unlocked in a crafting menu though and players must figure out how to make them.

so i could have sworn it gives Law & Lore is masses, but yesterday when i checked my ambergris it didnt give any, now when i check today its back?

weird, the two times I was in the whale (never made it to shore yet, sadly), I didn't notice them giving any law and lore at all either.

Well Ambergris is meant to dry out and mature before its usable in perfume, so maybe it has to do the same in Salem. The flavor text supports this.
