No. But there should definitely be a timer for log out. Currently you can log out instantly.

What next ? You can't log out at all if there's another player in range or something ? Stop going crazy >.>

The fact that other games have timers on the logout process is archaic and dates back to the time when it actually would take 5-15s to ensure a character was logged out and data was saved to the database properly. Now, the only use I can see of a logout timer is to ensure people don't spam the login server and database with character requests. (Not even sure you could internally crash a system this way, but with enough population and a weak internal network, it should be possible.) We may end up with one sooner or later out of necessity.

The only reason there is no "cast timer" on teleports that I can see is 1) you can only teleport in two places with anything in your bags (home and Boston), and 2) if you do want to port safely home (say your getting chased), you have to dump your bags first assuming you weren't already aggro'd by the other player, and unless you have a hotkey in your client to dump all bags, it takes a few seconds (and might be enough to distract your pursuer, anyway).
