Eminent domain itself isn't expensive on such a small claim, the bell is what costs a lot.

Granted, it was much much more frequently used back when the bell was dirt cheap, and that's the sole reason it was changed to be much more expensive, yet, you still do hear about it happening, but not against a likely worthless target.
