Contrary to popular myth, programming, analysis, design, etc.. are Not high paying careers. They
are occupations with a wealth of creativity opportunity.
As to them fixing things - if someone buys up the stalls making them no longer usable in the game, that is a problem, and is something in need of correction.
they don't have to 'take away' the stalls. They can simply make it so that if a stall is not purchased from by a minimal number of unique accounts each month, it reverts to city property.
And since they obviously have a large number of accounts, they would need to either check IPs to determine unique accounts, or require a constant new-account supply.
