Would love to get sea island cotton, or the teir 3 cabbage I think

Well use my example for the Red Cabbage.

For Sea Island you need the Red and Green bars. Start by getting the Red bar all the way up with Cabbage and/or Potatoes. After that, raise the Green bar with Cereal and/or Corn. Remember to raise the second bar fast with influence fertilizer so you have both Red and Green very high when you plant the Cotton.

There are only one Fertilizer better than Hay yet, you can use Crown Manure, but you have to buy it at a NPC in Providence Town.

Hay is the most preferable option for that purpose, yes. It's also easy to make now because of hay stacks and just adding autumn grass.
