Make him drink water instead, if you make him drink enough (preferably use a syringe for better efficiency) , he might evolve into a squirtle.

We need make some radiactive materials, put it on a turtle and wait inless it starts to mutate. Then we take pizza and asking for exchange- the shell. All knows that mutant turtle loves pizza :)
