they DO regrow. But do not expect them to regrow after a certain time. My first planted tree back on Plymouth took over 6 months to regrow cutlings.

Does the success rate of getting tree and not branch from gardening pot depend on any proficiencies?

Yes it does. F&W and Natural has to do something with cutting the sappling and S&C and Natural with planting them. Not sure how they actually work.

In the last world getting cuttings was guaranteed. Has this changed?

No, it's still guaranteed. It's whether or not they become trees that's based on your skills.

Base on experimentation, each cutting has a success rate attached to it based on the F&W and NatP of the person that cut it, that success rate is then modified by the S&C and NatP of the person planting it. That success rate is used to determine if it will be a stick or tree.

In roanoke I had 250 frontier&wilderness, 500+ snc, 300+ natphil, and still had dead sticks from time to time (probably like 1 in 30 or 1 in 40, pretty low but enough that I lost a pure tree from time to time).
That said, 100-200-100 in the mentioned proficiencies seemed like a point at which I could say "Now i barely get dead sticks at all anymore".
I have neither the crayons nor the time to explain it to you.
