Interestingly, that's actually what people DID, although generally with Pistols rather than Muskets, but it wasn't uncommon in the Civil War for sharpshooters to have two guns and a partner who reloaded one while they aimed and fired the other.

Are we able to craft muskets or are they just buy able in the stalls?

So far, you can only buy them from the stalls.
