There are four "cereals": Oats, Barley, Rye, and Wheat -- they all are products from the same seeds and what you get depends on how much of the appropriate influences are on the field. Corn is a recent addition and milled corn (cornmeal) is not considered a flour; it has independent recipes.

Ear of Oats can be milled into oatmeal. This is used in particular in oatmeal crackers.
Ear of Rye makes rye flour, which is required to make rye bread and oakworth tarts.
Ear of Barley makes barley flour, which is required to make barley cakes.
Ear of Wheat makes Wheat flour which is required to make Crescent Croissants.

Any of these types of flour count for the other baked goods, such as pies or cabbage cakes. You also get a generic item called "flour" if you mix two different types of flour in a barrel or dry goods bag.

All of these crops are made with "Seed of Cereal", which is distinct from corn.

Normal flour is the flour you get from Cereals Eg Oats, Rye, Barley or Wheat. Cornmeal is a different item to flour.
