How make lobsters

Can you get them from fish traps or only by fishing?
Can they be gotten only from sea water?
What bait to use?

Does anyone know?

Ocean only.

Rare.

Chance determined by both bait, and location.

Determined by bait in the sense that each bait gives different fish in different location/node, or does it need specific bait in all locations/nodes?
