how to expand Town claim ???

Hi salem community, i've been trying to expand my town claim (not personal claim), but whenever i try to build cross of saint george it says : "you can't buld that there" if i try to build it inside the village claim, or "An authority object cannot be placed there" if i try to build it outside the village claim.

I am very lost in this matter, can someone tell me how to build those?

"you can't build that there" usually means that you need to clear the ground.
