Skills for Water Purity?

Is water purity capped by a certain skill? Found some nice 6% water and it looks like it might go higher but not sure if my skills cap what I can see.

At this time water purity is not skill capped.

I verified with a my Farmer and my Lime Alt sampling water from the same spot. Both waters were the same.
