If you are hit first you can fight back up to KOing them without having to turn on CA and you also will not leave a scent for KOing them. Murdering/stealing from them will still leave a scent however

And that's a bad idea if you read my scenario, because other people would be able to get in the way without worrying about getting hurt.

Simple fix, people in your party can not harm each other period, to deal damage you must leave the party.

That's even worse and runs into the exact same problem of people being able to interfere in a fight without getting hurt and thus give non raiders even less chance to avoid being killed by invading raiders.

What about, if one person in a party turns on criminal intent it turns on for the whole party.
If nobody has it on, you can PvE without hurting each other
If someone hits you, CI is turned on auto so you can fight back
If you haven't hit anything with it turned on, you can log off

I probably overlooked something so please point it out :)

See, and now you're running into all these little situations and exceptions. That's why the system is like it is. This is going beyond Help!, though. It would probably be better to take the discussion over to I&I.
