Correlation between time of day and spawn rates

I'd like to have a clarification from the devs or anyone close to development as to whether there is a variable spawn rates for certain items like Wild Garlic/Devil's Wort, etc. that depends on current time of day on the server or anywhere else. I noticed that for some unattended areas at certain time of day I can find more Wild Garlic, whereas when I can find almost none of it I tend to find more devil's wort.
It might be just a cognitive bias, yet would like to clear this out from my mind.

Another thing that bothers me is whether there are variable rates to catch some fish types on different parts of river/lake/seashore(I'm not talking about deep waters vs. shallow waters, but rather about different places of river) and if fish population is depleted if I catch in the same spot for a long time.

If there is a difference, you might try poking them on IRC as they usually won't pop in here unless a particularly interesting subject comes up and someone lets them know. It might be easier to keep statistical track of it.

The answer to this is "Yes." Fish varieties come in nodes. These can move around and be fished out if I recall the dev's discussion on the matter correctly. If you're catching one variety at one spot, and go along the river 100 tiles, you can catch something else completely.
