Based on what I'm exp. I'm gonna put it out there as no.....but looking for someone to validate my assumption.
Also, I'm building my third wall layer and all of a sudden I get the "Ground not flat enough" notification when I got to put a section down. Problem is, the tile is EXACTLY the same (Slope, height of points) as the tile next to it and the tile next to the one, both having a wall segment. Does anyone know if the level you are extending from (Ascend vs. Descend) makes a difference?

I ran into problems when building split-rail fence. It seems to require a maximum difference of 4 points. After that I have made sure to flatten every single tile where the walls (any type) go, as well as the tiles next to the wall segments, just to avoid future issues.
I read a topic where someone experienced the same issue as you (non-flat even though the dig tool says so). It turned out the person had an uneven tile not far from the tile he wanted to build on. I've tried to locate the topic for you but can't find it.
The topic also mentioned removed tree stumps as a possible culprit but I don't know if that has been confirmed or not.
