Unfortunately, not all of the ones that do things have up-to-date (or any) tooltip. Several of the recent updates that we know introduced in-game effects to the level of a proficiency haven't included updates to the tooltips.

ALMOST none of them have it only few and the description is vague

F&W - decreased fishing gear wear, better odds of sprouting a tree from a cutting (used when taking a cutting)
M&M - less chance to fall scaling cliffs, and decreased damage when you do
H&N - better odds of success when planing boards
S&C - increased cap on random plenty bonus you get when you plant a field, better odds of sprouting a tree from a cutting (used when planting a cutting in a pot)
NP - better odds of sprouting a tree from a cutting (used both when taking a cutting and planting it in a pot)
