The wiki is wrong. The soak is not 0.5, it is around 20 or 30 I think. At 50 biles 1 hit does 16% dmg.

i was wrong regarding soak vs phlegm required for doing damage as far as the wiki is concerned. The few pages i looked at did indeed list the required phlegm level for damage rather than the actual soak value (which they used to show)

I have managed to get my phlegm up to 23 and I am now able to start destroying the fence at 4% per swing (for some reason it's not counting my first swing though...). I can only do damage down to 21.5 phlegm, so it appears that is the soak value of makeshift fences.
