Can you give more detail on the storing - Is it really just putting silver in like a bank? Or is it like I think what the other poster said, it drains? SO the more silver you put in the more it drains / gets depleted until the claim is taken over totally?

The stored silver is a property of the town and gets drained based on how big the town is. This use of the authority silver is in addition to normal drainage for town maintenance: for your 500m2 claim the town would need at least 1000 silver worth of authority to take over the claim and, as I understand it, that silver would be spent immediately.
