Whiping criminals

So I saw somebody in the stockades the other day and I purchased a whip for I think it was around 100 silver and I was going to try to hit the person in the stockades but it would not work I tried right-clicking the whip on him and nothing so how do you whip someone? And is the act of whipping someone considered a crime?

Whipping is not a crime.

You require sanctified mortification to whip and throw food.

There are two types of whips

The stall whip allows you to whip once every 24 hours for 5% durability of the whip.

The executioners whip allows you to whip twice every 24 hours and the durability never wears down. (This whip is found in the mystery weapons chest in the Salem shop)

Edit: oh right click the stockades the person is in while having the whip equipped in your left hand.

Above and also you have to r-click on the stockade itself and not the player to bring up the Whip/Throw food menu.
