if you are unable to destroy the fence because your biles are too low, you will have to drop your inventory before you can port home. the horse will be lost.

no, you cannot climb in salem - you can only destroy it and move through its ruins.

you could either port out by dropping your inventory, or if it is on unclaimed land, you can wait for it to decay? don't know how long that would take.
