I'm sure I'm just missing it but I can't find a stall that sells the Plague Doctor's Masque in Providence?

I like this game but the learning curve is steep for a new player. I'm up to madness level 4 in only a few days, do I need to be smoking tobacco? I have a long ways to go before I can grow it or make a teddy bear. Then I got diseased searching town
