Whispering voice

So every now and then I'll randomly hear a male voice whisper "(unable to make out) what a wonderful phrase". Its super creepy sounding but from what I can tell there are no mobs, players, or npcs anywhere near me to be the source and my madness and insanity is effectively 0. So what is this, or has anyone else heard it?
