Planting/Growing Tobacco

I have all of the planting skills, all my proficiencies are over 100, but I am still unable to plant Tobacco. I have MOST of the other skills (but not Plantation management) but the game won't let me plant. What am I doing wrong?

Do you have Mercantilism? Mercantilism is a requirement to learn tobacco planting.

No, I do not have that one yet. Is there others that I made need?

Cotton Planting and Mercantilism is the only prerequisites.

Tobacco Planting is it's own skill, isn't it in your list of skills available to learn after you've now learned Mercantilism and Cotton Planting?
