How does proficiency leveling up works now?

It used to be that the one you selected would go up 200 and the other green ones would go up 100.

Now sometimes the one I select go only 100. The other green ones sometimes go up, sometimes don't.

I don't know how to spend my inspirationals anymore, it seems very random.

the one you select goes up by 2(00), the others by 1(00).
The only exception is perennial: it will never increase when you select another proficiency, and when selecting perennial as your major proficiency it will only go up by 1(00) and no other proficiency will raise when you select perennial. It is the "hard" skill.
