Raiding.

Has it become more trouble then its worth with the Tbc,
revenge, soak, and hp being modified along with brazier spamming?
To my understanding anyone can just give your scent to a ranger
and have them track, then either kill or summon you with a tbc?
Correct me if i am wrong, if anyone is willing to explain.

There have been over 2,500 Crimes left in the past week, so I can assure you that it is far from 'more trouble than its worth' for many people.

It is true that if you are going to commit a crime though you better be willing to live life on the run OR you will be summoned and forced to fight rangers to answer for your crimes.

You have it right for the most part. There are other factors however, crime alts, finding a ranger, having the skill and resources for the TbC. You do have to potentially fight the criminal, this could be risky. There is also the time, effort, and possible trust issues that could make dealing with a Ranger tough. Said Ranger could easily be a murderer themselves. There is also the issue of tracking the target. This could take awhile, and if the thief has a darkness base, could be quite dangerous. I know for a fact there are still plenty of criminals up to no good.
