And can only be the mayor of 1 town, as well as (i assume, haven't tried) the citizen of only one town at any given time?

You can be mayor of only one town.
You can be citizen of only one town.
Constructing a second town while being mayor of a first results in being mayor of both towns but not having permissions in the newly constructed one. (Literally the only option you have in the new town is walking around and renouncing mayorship, nothing else.)
