Without trying to shed too many tears: logging out in boston has long since been the only way to keep your character guaranteed safe, and I habitually do so. Logging out on your claim can see you logging in to a pair of raiders. Also, even if you get blocked in boston you can traditionally port back to your homestead without losing any items. That said, I agree this is the perfect timing to take a stance against altvaulting.

yes, time to make alts drop everything they have in an inventory upon logging out!!!

give us a skill with 100 perennial req for characters not to drop stuff when they log out?
That'd give us a late-game grindfest for churning out altvaults.

So you are advocating the use of alts now? Why not trigger a "move character to unoccupied area" when they log into a deep water. Is there a way to prevent players from abusing this to avoid drowning by logging out?

Since terrain being changed is so rare I really don't think there needs to be something to prevent this.
