From what I remember:
You gear can be slotted with special items, artifacts. Both artifacts and cloths have their difficulty, which simply means maximum and minimum chance to fail when slotting item.
Proficiency labels show which proficiency is associated with particular artifact / piece of clothing.
When you try to slot an item there is this calculation made - the levels of proficiencies, which appear both on artifact and on clothing, are summed up. For each 50 in this sum the chance of failing shifts towards minimum by 50% of the "distance". And you can fail the difficulty test on both artifact and on clothing. If none of proficiencies on artifact and clothing match, or if their sum is lower than 50, then maximum chance of fail is used.
So, let's say, you have a clothing with difficulty 40 to 20, and related proficiencies of NP, F&W and L&L. And you have an artifact with difficulty of 30 to 10, with proficiencies NP, L&L, S&C.
In this case NP and L&L match, so we take the sum of the levels of those profs. Let's say you have 65 NP and 45 L&L. Together 110. That means chance to fail will be reduced twice.
On clothing from 40% to 30% and then from 30% to 25%.
On artifact from 30% to 20% and then from 20% to 15%.
In the end your chance to succeed will be (100%-25%)*(100%-15%) = 63%
