Glob proc window (vanilla client feature)

Mmm, anyone know anything about "Glob proc" window, like how to open it ... again. (window name might be slightly different)
(Its a window(Dev tool) that shows some live pinging like line-graphic.)

Accidentally run into this window when grabbing my keyboard, and pressing some keys. Looked interesting ...
Searched forum, and peeked in vanilla client source , but without success.

~ is the key
not sure about right key combo for MV win but this seems to work:
after pressing ~ press shift + ~ and ~ again

Using 2x(shift+"~") works ok. (having local screenshooter bind to '~' itself.)
