Is no one willing to make these packs?

Or maybe I'm just stupid and not aware of constraints that don't allow people to create texture packs?

there are some packs, mostly pavements as far as i know.

As for willingness, I am sure there is. the community is very dedicated to the game.
Personally I would like to spend some time to textures but i did not manage to unpack the files, i'm not good at that i guess.
I wish we had an easier tool to unpack and process files , until then...

I am aware there are pavement packs and such.

I was comparing it to sort of Minecraft-style where every block, tile and thing is modified to look a certain way.

I would like to do something like this, however doing it alone is just way too much of a time-sink. Creating improvements out of the box is very hard, even the Russians used texture templates for the couple textures they did.

If people are interested in doing so, I am sure we could make a team with a couple people all representative for 10-15 textures.

also shame of u to think that char with 50 biles and such low proficiencies would be my main whilst i have 4 layers of brickwall...

Haha, I wouldn't have made this thread if I had the abilities to make said texture pack. I just don't have the technical or artsy skills to do so.
