I'm thinking this will be a 'side effect' of witches who advance to the 'Stage 2' of their craft. When I'm sure about the when/how there will be an announcement. If for any reason I need to remove last-wills from characters, there will be a refund.

Reading that it seems to imply that advancement to the second stage is voluntary. Or am I reading that wrong ?

It isn't a house :) Feel free to continue to build your hovels, but it would be wise for towns to leave space for features yet to be implemented, if they can afford it.
