You're trying to argue something that is directly stated in the rules. Regardless of what other meanings that it may have it is not allowed. Different countries have different rules regarding it but some places take it a lot more seriously than others and they will keep being removed/possible warnings issued in the future for them popping up.

I'm not even sure of the ruling from Paradox on the matter if you were to put such an image in an external link. This rule exists because Paradox Interactive has offices in Germany and they could be considered in violation of national laws there with resulting fines and other legal proceedings. Just consider it completely off limits for posting on the forums here. Same goes with any other rules violation you might see in game, such as discriminatory comments, etc.

Also remember to take questions of moderation to the Rules thread or PM a moderator about it.
