Take the opposite direction that you took with the latest wipe and you should do fine.
Just rewind a bit back from purity patch and see what went wrong with it.

Salem was greatest game ever, now it's horrible, just look at server statistics.

I don't really believe that game sucks now. The big difference between H&H (that people "like more" than Salem) and Salem is that the H&H have much more stuff for a moment. H&H for the moment I left it, have been looking more completed than Salem now. And that's the only reason, I believe, ppl like to cry about "why the game so bad" :| . In fact - since we got those caps about purity of smelting and cap for field products the game just started to take its forms. I'd not be so surprised if those big online in H&H is sustained by bot-keeping (I can't really imagine how ppl can play H&H without it). But in Salem there're a lot of frames, still a lot of things to introduce and even now its more than just playable! On the end of that loong journey Salem is expected to be better, more interesting, with more stuff... But as it happenned with H&H (that it was almost not developing for a long time) the same is now with this game.
Trade is the first step to the diplomacy.
Diplomacy is a tool for unification.
Then be honest with your customers to make new bonds!
