Uhm. What i read here is that you lack a bit of knowledge. Any guard can arrest you, obviously. It's not a costume man.
If you hire a man to protect you, you would not waste your money with a useless man with a blue t-shirt.
You should dig more into this, otherwise what you say sounds weird and not real. Each different group have different laws, but all of them have the power they need for the situation they hired for. With this info and a bit of logic you can guess what weapon they have and what rights they have over people.
For example, a simple bodyguard have full right to punch a man and put him out the bar where i was working in. Is it's role. He was unarmed, since he wasn't a "guard" of the bar.
The guard of the bar was armed with a regular gun, but he wasn't often around since it ruins the business of a bar.
In all the banks, i see guards with guns and weapons to beat up people or shoot. They improve the business of the bank with their presence.
And in the roads, i see real police man with guns and often assault rifle, a motorbike, the jacket and the weapon to beat down people. That's a common outfit for populated places. They could have only a gun, in less populated places, but they have the right to take the assoult rifle anytime.
And, talking about "things are specific and not so simple", here in italy we have FIVE police corps. I'm not talking about "specialist corps". I mean DIFFERENT. Each of them have different rules, they are loyal to different things, and is more like have five different armies in the same country.
They do their job quite well.
You should check what specific situation you're talking about, check what kind of "guard" he was and for what service. Then compare the same specific situation with the usa and find where is the difference. At that point there should be no way to deny it and a real "topic" can born from it.
For now, i read weird meshy things hardly true. Since i live here, i will believe in what i've seen for 30 years and i will find hard to believe on your contradictory words. You probably know Something, but it's hard to guess what you know and what you have confused.
On a Side note:
I still think that this is unrelated to the topic we are in, though. Weapons, guns, laws... That's totally unrelated to a truck driven by a terrorist.
