It is due to people being gullible. Same thing goes for most type of theft. It is incredibly easy to remove suspicion from yourself just by confronting people, acting comptent that you are in said field, and going about your day. You can even apply it to shoplifting, tax collection, etc. Surprisingly easy way to make a few dollars on the side. Best part is even if they do suspect you they've signed a contract with the company to not do anything; so only law enforcement can touch you.
