The fact that the current player pop was removed is a fairly good indicator of hiding the low server pop. You will notice that the load is usually around the same % as before.

Does it matter? Not really. I just think its fairly scumbag to hide at 100-200ish typical non-peek current population

When it comes to actual facts, I don't find claeyt to be wrong much. When it comes to interpretation of data, though... well, we're all entitled to our own opinions.

Actually, the number of unique IPs is usually far more inflated than the number of unique accounts. On a usual basis, the number of unique IP addresses logging in is approximately 50-60% higher than the number of accounts.

It should be mentioned that the server load figure should be taken with no few grains of salt. The major (but not only) component of it is the simple CPU usage of the server process, which is kind of a crappy measure in the presence of CPU frequency scaling and such.
