It was indeed a mine that wasn't behaving right. In come circumstances if the server crashes mid-map-tile load then just shutting it down before identifying the fix will have some pretty serious effects on that tile. Most delays will be caused by our attempt to prevent having to roll anything back or lose a map tile.
