check ip and how many acounts he use and bann him... its the person thats standing at jugement

aving multiple accounts nor characters or bases is not illegal.

Multiple accounts are allowed but maybe you can get help for justice

Track the stolen items if you want to see who is ultimately benefiting from your robbery.
