You can move anything anywhere, just putting it in the inventory of your character, and taking it out from his leanto on the other end of the world. TbF does not prohibit it.

But result will be the same, at the beginning of siege there will be nothing of value in town. So teleportation ban does not help raiders get loot, but it is very annoying as trolling instrument.
