Can someone explain correct tactics for such cases? I mean someone starts spamming TbF on your town every 20 hours, so you cant destroy it. It is completely blocks any activity in town, because TbF prohibits teleport.

Firstly trying to "Push" kuku out of stockings, then wasting his last 2k to try and buy her out of Stockings wich wont work for anothther 1h, and is completely irrelevant as i collected 20 Scents.

No, I meant general case, without any backstory.

same case, try to talk to them and negotiate what they want to stop Blocking you.

Realize terrorist demands at least silly. In addition, there is no guarantee that they will not continue to do so after receiving ransom. I need a reliable way that I can do alone. Comes to mind only make town so big that TbF did not get to center, but it's damn expensive.

you could team up and ask people to come help defend you and drive off the attackers, but that would require not being a ass..

tbf range is huge, your town prob wont ever be big enough

Construction of TbF requires very tiny amount of resources and couple minutes. Also you cant control entire territory around your town even with 20 allies. Little alt come, build new TbF and run away, and you blocked for another 20 hours.
