There isn't a limit where you suddenly become a Master, as I understand it. You just have to have a good involvement in the game community and the highest, or one of the highest in a particular stat.

Proficiency isn't everything. There have been quite a few people who were turned down for different jobs because they simply wouldn't be a good fit or never give any sort of constructive feedback. Understanding you profession is also a good part of it.
