Björn Blomberg at Paradox tech department: "Please challenge the payment in PayPal and we will sort it out."
So if you have outstanding sales from that weekend, go ahead and challenge them at PayPal. Paradox almost never fights challenges with PayPal (+1 to that). So you should be able to get it charged back within 45 days of the purchase or receive a new package from them.
Again, the Cash Shop is fine now. Any in game purchases you make now are absolutely perfect and show up in game with no problems.
