Incomming single world safe zone & memorize...

In past we had single safe zone (capital town) for each server.
How about create few capital towns for this new huge world?
Every new character would be randomly assigned to capital town, of course if he would travel to other town and after talking with some NPC he should be able to assign to that new capital.
Darkness would be in center of the world, not on west only, and darkness border could be dynamic, so capital town with less people assigned generates less "light" radius. Also capital town that would have least members could lose part of "safety" on its claim, so it would became robbers paradise, no longer 100% secured stalls?
And people would migrate or got robbed
(of course capital security level should be visible for players)
If in new world are going to be stalls, you would have more space for them and if stalls in one capital gets dominated by single faction like it was on plymouth, people can travel to other towns and sign it as their new capital and trade there
In different towns could be different prices, different taxes for stalls etc etc (I've read ideas about caravans etc etc it could promote those kind of things).
More civilized town (more members) slower you can memorize people (and if they move while memorizing you have to start it again).
I know it is something small, but harder it would be to memorize someone more chances to hide he does, even in super huge world it is easy for large groups to find for example trader from forum.
And with custom clients they had (I don't know if it was fixed) tools to get more or less location of people teleporting from capital to their home.
Memorizing people is far too easy in towns, it should slow this thing down, so single person won't have all characters that were trading in capital in few minutes.
