Town features

When we look at Salem towns, it lacks one crucial aspect: economy.
Right now the notation seems to be that towns are some hippy communist camps where everybody has a specific job, and are practically slaves to the owners(who end up consuming most of the food produced, so I heard).
What is missing are shops, stalls, buying, selling, capitalism, tourism, traveling merchants, etc.
Here are some suggestions:
There should be an option to build stalls like the ones in Boston, that work the same way, but don't require upkeep(or perhaps the upkeep money is paid to the town's treasury instead of disappearing from the game). That way town members could trade more effectively and it would add an aspect of realism to the game because I don't know of any town that isn't run by dirty hippies that doesn't have shops or stalls, or some sort of system for exchange. It would provide an alternative method for noobs to make money from other players.
To extend to that idea, there could also be the option to build stores which hold more items and also require more expensive materials. Also have a "sell to" option, like the NPC stalls in Boston, where the owner can specify the items they want to buy from players and a price.
Maybe there could be a tax taken off of each transaction, and put into a town treasury. This could make paying town upkeep easier and less tedious(less mass producing cotton).
I'm not sure how personal claims work in towns, but the upkeep from the p-claim should go to the town's treasury because it wouldn't make sense for the government to charge people to personally rent land they are already renting to a town, instead the people should pay the town owner for a share of the land they're renting from the government.
Another idea is official jails, and the option to "send to jail" if someone gets knocked out in your town(provided you have the authority to do so). A sentence should be based on the crime committed, and there should be an option to bail somebody out of jail(cost dependent on remaining sentence). There could also be an "arrest" option, so if you find evidence in your town for crimes committed by a town member you could go to their p-claim and arrest them.
This idea is less likely, but a carriage pulled by horses, that can only be used to travel on roads. It should hold considerably more containers than sleds, and maybe even faster. That way it would be easier for merchants to transport their goods town to town.
